This article discusses a recent bilateral agreement between France and the UK to jointly develop military capabilities outside the Lisbon Treaty framework. While this development pleases the author, and will certainly please those who believe "Europe should defend itself," I find it unsettling. This is remarkably similar to developments almost 100 years ago in Europe, where nations started developing treaties with each other for mutual defense and military development.
