Two things of note for me in this article: 1. I always find it amusing that Russia uses "sovereignty" concerns as an excuse to veto UN resolutions like the recent one on Syria and others on Iran, etc, but has absolutely no problem getting involved in the sovereign business of its neighbors, as in this instance. 2. I didn't know that Norway has been conducting bilateral training events with the Russian military. Interesting.

Didn't Russia just suffer a fire on a nuclear armed sub inside the arctic circle?

Indeed, at their dry dock in Roslyakovo near Murmansk. http://www.huffingtonpost.com/2012/02/14/russia-nuclear-disaster-submarine-fire_n_1276660.html
